IN 1994, former President Jimmy Carter invited the American Academy of Neurology to organize a forum on presidential disability. The American people will be forever grateful to James F. Toole, MD, LLB, Arthur S. Link, PhD, and J. H. Smith, PhD, for convening the Working Group on Disability in US Presidents, a collaborative group of diverse and distinguished individuals. Their report represents an enormous commitment of time and energy to establish guidelines for the effective implementation of the Twenty-fifth Amendment to the US Constitution.
